With nearly 33 years of prior experience in Pennsylvania state government, including leadership of national organizations, his management expertise is now provided for strategic planning and consulting ventures. That work includes technical assistance, training, analysis, and financial development.

- Managed Center for Community Financing within PA Dept. of Community and Economic Development, overseeing multiple federal and state grant programs, state tax credit, and several housing regulatory programs
- Managed annual budget of roughly $165 million
- Approved over $1.7 billion of public funding to local governments, community organizations, and housing developers
- Supervised staff up to 70 people
- Served on board of directors for Pennsylvania Housing Finance Agency, which managed over $5 billion in assets
Planning & Policy Development
- Authored and supervised comprehensive policy and planning reports covering community development & housing
- Authored first state Consolidated Plan to incorporate outcome measures
- Developed model procedures to implement Pennsylvania's Prevailing Wage Act for housing and community development agencies
Training
- Conference coordinator for Council of State Community Development Agencies (COSCDA)
- Conducted training for Pennsylvania's Prevailing Wage Act
- Provided training and written manuals for state agencies that cover CDBG and cross-cutting federal regulatory requirements
- Presenter on housing and community development topics for audiences from 3 to 300 people
Program & Project Design
- Pennsylvania Community Development Bank assisting Community Development Financial Institutions (CDFIs) - 1st state program in nation
- “Brownfields for Housing” Initiative to promote reuse of previously developed sites for housing across Pennsylvania
- DCED’s initiative to implement the federal Section 108 Loan Guarantee Program
Development & Underwriting
- Assisted 4th Economy to develop funding sustainability plan for Lawrenceville Community Land Trust (Pittsburgh, PA)
- Supervised Enterprise Zone Program and other community development loan program underwriting
- Led team to create strategic financing packages helping the economic recovery of Boscov’s Department Stores and 84 Lumber
Analysis & Data Management
- Used data-driven approach for Neighborhood Stabilization Program to address housing foreclosure crisis
- Conducted analysis using tax and housing data sources, including housing affordability analysis
